Ariach and Evaris dress simply for the visit to the Lord High Mayor, who, despite his city-level title, is in fact the most powerful individual in the Kingdom of New Elenna. Emrys and Grell and Lowell dress with more pizzazz -- especially Emrys! What a vision!
Royston is all business, and aside from buffing his symbol, dresses as usual.
It is a bit of a walk from the Nightmare Quarter, on the east side of town, to the High Lord Mayor's Castle, near the center of the city, in the Merchant Quarter. It is a grand building, from which the mayor and High Council rule over the city and the kingdom. It is very accessible, as well, in keeping with the egalitarian spirit that pervades New Elenna.
So it is easy to enter, and you are led by Marline to the Hall of Heroes. You are not challenged or denied the right to bear arms or armor, if you have chosen to bring them.
The site is a large hall lined with statues and celebratory tapestries showing many heroes of the past, especially those who have labored to come to the aid of the kingdom. For of course, New Elenna has never maintained a standing army, relying instead on the heroism of the adventurers of the Wold.
There is also a round table at the center of the room, set for about a dozen, and a sideboard offers fruit, cheeses, prepared meats, wine, ales, water, and more.
"The Mayor will be in soon. Please wait here," says Marline.

Sir Royston prepares a glass of half-water, half-wine and picks up a few pieces of cheese. He sites at the table, leisurely sampling the fare. "I imagine the Lord Mayor has a request. Any guesses? I cannot help but think that our rampant monster infestation may need additional work."

Evaris looks around with interest as they are escorted to the hall. Although he has been living in Plateau City for a while, he has never been in the Castle.
He eyes the sideboard thoughtfully, but contents himself with a small glass of water. "It would be difficult to guess," he replies to Royston. He smiles "Perhaps His Lordship wants to borrow Emrys's outfit. It is most splendid."

Filling up a platter to the brim with meat and cheese, Grell also helps himself to a pint of ale. Shoot, they wouldn't put this stuff out if they didn't want them to eat it!! He looks over at his brother and snorts. "C'mon little brother...we're in the big league now!! I'm hoping for something good like a purple worm or a frost giant! Yeah!!" Seeing as he hasn't eaten a decent meal more than a couple of days in a row, Grell rapidly consumes his food, though he tries hard to keep his mouth closed in between bites.

With a pause before the mayor arives, you enjoy the hospitality of Plateau City. A man in a fancy uniform announces the leader of the kingdom, and then Sturtavent, the Lord High Mayor of Plateau City, enters. He wears his sash of office and is flanked by a pair of advisors, each carrying several packages.
The mayor bids you all to be seated, and then comes straight to the point. "Thank you for coming to this meeting. The tradition of New Elenna has long been to rely on its heroes rather than a standing army, and yesterday you and others represented that tradition faithfully. Please, take these tokens of appreciation for your service."
As he speaks, the man in the fancy uniform carries to each of you a wooden box, wrapped in linen and lace, each with a tag scribed with your name.
"Ariach Gatelatch, noble of soul. You remain steadfast and uncompromising as a champion of what is right, and you seek clarity and honesty." When you open your package, you find a Candle of Truth and four Elixers of Vision.
"Grell Illutu, strong of heart. You are a defender of the weak, even unto innocent beasts. May this give you insight toward those you love." When you open your package, you find a set of your father's Wreaths of Communication.
"Emrys Myrridanmyl, clever of mind. You will need all your wits about you in the days ahead. Perhaps this will help sharpen them." When you open your package, you find two vials of Insight Elixer. A note attached indicates in arcane terms that upon drinking a vial, you gain a +4 insight bonus to Intelligence, Charisma, and Wisdom for one hour. Note that the duration of these temporary bonuses is too short to affect bonus spells per day.
"Lowell Illutu, you value your friends and family above all others. Keep them safe, but keep yourself safe as well." When you open your package, you find three vials of Toros's Philters: Blink, Invisibility Purge, and Meld into Stone.
"Evaris Leafgreen, you support and defend those to whom you have bound yourself. Be honored in your role, and fare well." When you open your package, you find a jar of Restorative Ointment.
"And ... Royston ..." The Mayor looks at Scales with reserved calm. "You are a mercenary paladin, that is, a contradiction indeed. You seek to walk on the border -- not one, nor the other. May these gifts guide you." When you open your package, you find a Phylactery of Faithfulness and a Hand of the Paladin. This is a golden fist, and a note attached, written in Celestial, explains that a paladin may use it five times to Lay on Hands without the use counting against your allotted uses per day. Each time the item is used, a finger unclenches from the fist, so that when all five charges are gone, the hand will be open. You must keep it on you for it to be used, but you do not have to hold it, and it requires no extra action to activate, beyond that usually used to Lay on Hands.

"Let me tell you a story."
"There was a great catastrophe, not long ago, that had good and bad ramifications. Mostly bad. A talented magic-user now seeks to reverse that catastrophe. But the Wold has moved on, and reversing this thing, if it could be done, would result in further loss of life. In his way, the magic-user is well-intentioned, even noble, in trying to reverse a great wrong. And he needs my help to achieve his goal."
"But as I said, the Wold has moved on, and I have refused the magic-user. So he seeks to coerce me. First, he has unleashed a plague of monsters on the city, as you know, because you helped end their threat. These monsters did not cause great destruction or loss of life because the magic-user was sending me a message. His next message will not be so gentle."
"I have reason to ask you to help me against this magic-user. The danger is very great. You bring special capabilities to the struggle. I will tell you more if you choose to help."
"Are you willing to assist me, to stop the next 'message,' and then to dissuade the magic-user from his course?"

"The magic user of whom I speak is focused on the druidic arts, but he is not just a druid. He is powerful, so much so that if I had a Dragon Consortium band of heroes, I would give the task to such a band. However, he has a code of sorts, and your Vanguard group has certain ..." -- his expression sours a bit more -- "... advantages."
"The meaning of 'dissuade' is clear. Do not hurt or harm this person. Try to convince him to turn from his path. He works through his creatures, and you will surely need to defeat those to gain his attention."

Emrys thinks for a second and then asks, "Ahh, I see ... is that the advantage of which you speak? The fact that we are the children of heroes from the Dragon Consortium. That he would see us a kindred spirits, more or less?"

And the dual nature of Royston ... the mayor pauses* ... and his abilities, may intrigue the magic-user and even prompt him to find in Royston a ... kindred spirit."
"It may even be that Royston will feel a connection to the magic-user."
The Mayor turns to Grell. "The creatures over which the magic-user exerts a measure of control (but not complete control) do indeed pose a deadly threat, as did the dire mosquitoes you fought yesterday. But if he directly slaughters you, he knows I will be displeased, and he hopes still to gain my cooperation and alliance in his plan, so therefore I hope you will not face the ultimate peril from him directly."
"Ariach, it is not that he intends to kill innocents, but rather than if his plans come to fruition, the unintended consequences may well indeed result in the loss of innocent life."

When the Mayor talks to Royston and Ariach feels his discomfort, Ariachīs great respect for this man goes down. How can he has such feelings for Royston? Of course Roystone is strange but he is a paladin! There are no nobler men in the wold than paladins and Royston showed already that he belongs to these kind of men.

He nudges Lowell and smiles. "Hey, you ready to take on some more critters? "
Lowell smiles back at his brother. "Of course I am! What about you, think you can handle any more? I mean, you look a little tired." He teases his brother quietly.

Royston asks if this Hiram Hic Draco has draconic ancestry. The mayor purses his lips and says, "I suppose he would claim that his ancestors ... consorted ... with dragons. Is it true? Certainly, the more monstrous chromatic dragons have been known to ... mate ... with humankind." Clearly, the topic makes Sturtevant uncomfortable.
Ariach is concerned about the mayor's evident prejudice. Evaris seems to understand that such attitudes are not uncommon here in Plateau City.

There is a moment's pause, and Lord High Mayor Sturtevant offers some more information about the challenge that this Hiram is planning. "I have had reports of a sea monster in Dragon Bay. I think this is a creature that the magic user seeks to use to 'persuade' my compliance with his demands. I have agents gathering more information, and I will report back to you shortly on developments. In the meantime, prepare for a conflict that will likely occur over water or on a coast. I fear that one of our coastal communities will be targeted, maybe Bray or Windhorn Hamlet. Engaging the enemy in a village might well mean the destruction of the village. So engaging it at sea before it can reach the target village might save lives and livelihoods. On the other hand, engaging it in water and failing is worse than engaging it on land and winning, no matter what the cost."

Ariach doesnīt like the imagine to fight over water against a creature which feels at home in water. He will sink like a stone if he falls into the water but there is no way he can leave his armor or shield behind. For a protector of Domi it would be a breach of his ethos of vocation entering a fight without them.

Privately, he wonders whether the group can muster enough magic to meet a flying creature over water. He tends to doubt it, but he will have to speak with his new companions to find out for sure. That conversation, however, can wait until the Mayor dismisses them.

Emrys understands the Mayor's distaste for the subject, however he doesn't wish to provoke him any further. He gives Grell and Lowell a knowing glance and prays to Theon, maybe even Pan or Eon, that they don't bring up the past. "So true, High Lord Mayor. We've had several aquatic encounters recently, on both land and sea, and our participation in such engagements offers no comfort. The Aboleth was the most troubling. I'd be a fool not to ask while in the presence ... but do you have any wisdom you can spare to help shore up, so to speak, our preparedness?"

Yep, that'd leave a bit of a bitter taste in my mouth too. Course Dad didn't really care for the Golds the first time he met them...but they came around eventually to the fact that he's an orc. Still...probably best not to poke at a sore spot.
Grell sighs. Water combat could complicate things a bit. It's not that he's afraid of water, quite the contrary, Grell is an accomplished swimmer. But with armor and his equipment, that would make things a tad bit more difficult. This would require some serious magic. Grell looks over at Evaris and Emrys. "So, how's your Freedom of Movement, cus we're gonna need a lot of that."

Between the unspoken history of Plateau City and the discouraging idea of fighting at sea, the mood of the group grows a bit dour.
Maybe the mayor senses this, because he wraps up the meeting.
"Let me look into arranging a boat for you," he suggests. "Do you need a crew to sail it?"
"And I know a seer who can maybe give us even more guidance. Go and prepare howsoever you can, since I expect the challenge to come soon. I'll send word about the boat and whatever divination I can arrange. Thank you for your courage and your desire to protect Plateau City. It is only because of heroes such as yourself that our kingdom still stands."

The group departs to await the Mayor's boat (and crew, per Royston) and other news.
Ariach wanders the streets of Plateau City, looking for something that might help. His wanderings lead him back to the Hindquarter, where he sees that the owners of the Find Your Familiar shop are hard at work repairing the damage the owlbears made. He also notes Rod's Reliable Transportation nearby, and reads a sign in the window that says flying carpets. hippogriffs, and gryphons are for rent. "Best rates in town," the sign reads.

Evaris mentions Water Walk and Water Breathe spells. He wants to hear more about what the other heroes can do. It might occur to him that the WLA has resources of which members may make use.
Lowell suggests potions. He recalls the he can buy all the standard potions and elixers at the Catacombs, such as potions of Water Breathing. In the Foreign Market, a gnome witch with leaves growing in her messy hair offers to seel him some unusual potions. "I have a potion to help you swim! I have a potion to make you brave! I have a potion to help you heal! But you have to use my potions within 24 hours or they go bad!"
Emrys thinks that flying and ranged attacks are best.
At Grell's urging, everyone converges on the group's townhouse for a discussion of options.

By a fortunate coincidence Ariach passes the shop of Rodīs Reliable Transportation and hastens back home to tell his friends about it. "Thatīs maybe the answer to our questions. We can rent a hippogriff or gryphon and donīt have to fight from the deck of a boat." "Coming to think about it i am not sure if a fight hundred of feets above the ground is better than fighting on the water" he adds quietly.

"That's a good notion, Friend Ariach," Evaris says. "I don't suppose you asked how much it would cost?"
"Here's one suggestion," he continues. "We rent flying beasts as Ariach suggests. We also go to the Catacombs, and each purchase a Potion of Fly. Even if we don't use the potions for this particular quest, it's a useful item, and I'm sure we'll manage to use them at some point. I'll prepare the Water Breathing and Water Walk spells, just in case we need alternatives."

Grell nods at the remarks of the others. "Yup, I kinda like the idea of having a fail safe. I think we should purchase some potions of Freedom of Movement as well, just in case we end up having to fight underwater. I'll buy one for me and one for Lowell, anybody else need one?"

Lowell sighs. Sometimes he feels like his big brother's shadow. But this is his chance to show his worth. "Hey, brother, if we have Water Walking, I don't think we'll need to fight in the water." Lowell gives Grell a friendly elbow. He wracks his brains trying to figure out what kind of things he might have learned in school about sea monsters. (Know=19) But the big problem is what kind of sea monster?
Heading back to his room, Lowell straightens his gear and tests the draw on his crossbow. Then he heads over to Emrys room, deciding he needs to start making other friends. Besides, conversation was always his thing. "Hey Emrys, so what do you think about this new mission. Pretty cool that the Mayor entrusted us, huh?"

Ariach nods in agreement to Evaris proposal. "It would be great if you buy me a Potion of Fly too. I will pay you whatever it costs"
Then he turns to Grell "If you go to the catacombs please bring me one of this potion of Freedom of Movement as well and one Water Waking potion, if something like that exists. Of course i pay for it and i pay for everybody who doesnīt have enough money to get one."
Ariach hopes nobody notices that he doesnīt know much about magic. He should have been more careful at the maplehurst academy during lessons which had covered magical issues.
