On the other hand, Baratorre, Velarin, and Emrys are all thinking that a landing in the city would be best. Let's call that a consensus.
The Keepers of the Vale make their landing in the largest square, outside what looks like a palace. There is a hue and cry, and very soon the square fills with armed soldiers, what looks like an adventuring group (one of the adventurers has glowing eyes), and after a very short wait, during which the party declares their name and shows off their WLA badges, the Queen appears.
She is a matronly middle-aged lady, known as Queen Effacia, and of course she has heard of you. She asks if you are here to help, for help is truly what the city needs!

While we know there is a knotted cord here, and can see what we could from the air, we don’t know the full extent of your situation, and thought it best to confer with you and your leaders to know how we can be of the most help.”

Barratore gives a nod and slight bow as the queen makes herself and position known. He did not know much about nobility, but had knew bowing was a show of respect and so there you had it. Barratore had learned to appreciate Tishe's style of speech, but he did often still have to wonder what most of it meant. It was probably a human and noble race thing so the queen was right on board
Barratore gives Edson a thumbs up, not sure what Lanliss' take was. He telepathically disagrees, You dont tell the people we are here to save that we hope they have a way for us to do it Lanliss. We are certified dragon, giant and immortal being butt kicking heroes of the Wold. There ain't nothing out there that scares or threatens us. Let alone defeat. And for the sake of my honor Tishe, quit telling people we were sent by folks. We heard about horrid things and came to stop it
Done with his mental pep talk Barratore gets back to Edson's question and address the queen.
"We got a high level picture of the various forces but lack any real detail your majesty. Undead, Sahuaguin, a dragon turtle. What can you add? Leadership of the enemy? central command? Why now? Who found what and hid it here in the city? Please."

The queen corrects you gently: Her name is "Queen Effacia," at least for the duration of her ten-year term. She sighs and tells you that all her "clever tricks," as Lanliss says, have been deployed.
"We are blessed to have the Skullheads adventurers to aid us. They have helped with the wards and with fighting undead directly."
You saw these local heroes as you came in. One seems to be an Undead Hunter and one a Soulseeker, plus a few more standard types.
"It all started," the Queen says, "with scouts and outriders coming to the town. These we let in as friends or at least visitors, but they were just spies. Then the vanguard of their army arrived and they laid seige to us. We held them off handily, but then the dragon turtle arrived, and we are sore pressed. Our people are hungry, and there is sickness in town."
She answers Baratorre: "The leaders of the invasion tend to stay under water. They send their undead and the dragon turtle out onto land while their main force stays under the partial cover of the water and shoots crossbows. We have not seen any officers."
"As for what you can do for us? We need you to break this siege. That's what our soothsayer reports. After that the futures are too muddled for her."

Tishe’ nearly giggles, not expecting Barratorre’s mental talking in her head; she’s going to have to get used to that! The woman wonders what the Pitchfork Council informing the Keepers have anything to do with honor, but maybe it is a ‘Taur thing. Come to think of it, Mac held being strong; physically, mentally, and morally; as most important, but ‘looking’ strong was a very close second. That certainly wasn’t how Tishe’ prioritized looks, but she cared for ‘Barry’, and would try to be careful with his feelings too.
Queen Effacia’s correction and summation don’t leave any questions for the Spellweaver, so she looks to Velarin or Emrys to see if they have more clarification and then to the Minotaur for the tactics.

I don't have many, if any interactions with the sahugain, but I don't recall them leading an army. I always thought they were dumb fishmen, who attacked lonely fishermen. Is there any chance someone else is running the operation?"
Silently talking to his team-mates , Edson asks... " So, take out the Dragon turtle first? Or, go right for the leaders and maybe the turtle goes belly up by design."

Barratore grins and adds, "Everything has a weakness to be cut in half."
Barratore couldn't help himself, he was practically giddy with excitement. He was really going to get to face a dragon turtle. Brom had told him about the one he defeated in Turtle Lake while Barratore was taking care of MetaScar during his final days. Now was his chance to even up the tally!

Baratorre requests a meeting with the Skullheads Gang, and the group is sent for. This local group has a rep for fighting incorporeal undead and doing exorcisms. They are growing, led by two brothers who are devoted to Gargul. These guys know quite a bit about fighting various undead, more than they should at their level, which is ... maybe half yours? Gimp named them the Perpetual Dead, though most call them the Skullheads.
They troop in, and the two brother leaders bow low.

Tishe’ returns the bow to the local adventurer group. “Many Shadows, and do not count yourselves as less than us, Perpetual Dead. Anyone who has spoken with Gimp the Imp is worthy of tales on their own!” She waits for any more information, but thinks Barratorre’s plan is simple and effective for surprise and shock value on the enemy forces.

The brother who is a Grim bows low and blushes at Tishe's kind words. "Um, can we, uh, show you one of our local taverns, and maybe trade some tales?"
Meanwhile, Velarin is busy mentally communicating some important thoughts about dragon turtles. Out loud, she is quiet as Lanliss, and looks to Baratorre.
Emrys confirms Velarin's lore and adds a few details.
Edson is also quiet, but thinks about terrapin torture!
Seeing as the group has fallen silent (and basically ignored her), Queen Effacia smiles and nods. "Doubtless you are tired after your journey. Please accept rooms in my palace. Come and go as you please. If you would, perhaps you will join my war council meeting tomorrow with breakfast." She also explains that if you hear alarms in the night, some will be a call to defend the wall, or to alert to enemies in the city, or even enemies in the palace.
She bows to you all and makes her departure.

He thanks her for the use of the palace and about alarms raised, So the enemy does breech the city often, intercepting a group and capturing one for information should be a priority he thinks to the others
"A tavern sounds just the thing. Please lead on." The more people see us the better. We get some talk, we meet and greet, have a drink or two, and then look into how we might best be ready for tonight and capturing an incursion. Tomorrow at first, light we kill Dragon Turtle.
Along the way, Barratore asks about the raids into the city, "How do they get in and what type of forces are we talking about? Are they catapulting undead over the walls or what?"
At the tavern, Barratore declares a round for the room on him and then asks about the undead forces. "You are well versed and have first hand knowledge and so what types of undead are we dealing with and could the driving force be a lich or other power?"

The Soulseeker leader of the Skullheads has an authoritative manner, but seems a bit embarassed about the tavern he takes you to -- because, as it turns out, the group owns it! It is The Caved Inn, and the sign outside is an undead skull with a mace lodged in its head. Evidently this is the official tavern of the local group.
"Well, we took some of our loot and invested it in this place. It gives us a headquarters, and a place to stay, and it always has the drinks we want in stock."
The speciality of the house is something foul called Corpsegrog, though nobody has more than one pint.
The Skullheads consist of ...
Two human brothers, Charles the Soulseeker and Hampton the Undead Hunter, who are co-leaders. They both have cleric levels. A half-elf cleric of Gargul, Sister Wendy, a commanding cleric who has put feats into her channelling. Two dwarf fighters, cousins Tim and Tom, both specializing in ghost touch pole arms and readied attacks. "For when the wraiths and spectres pop out to touch you." Tensmith, a male half-orc necromancer ("But one of the good ones," Hampton hastens to assure you. Tensmith throws a biscuit at him.) Jenjy, a young female beastfolk (ratkin) rogue.
They know they are a bit overspecialized, but all their adventuring has been south into the Dreadlands ... or acting as ghostbusters, which until recently had been a plague on the town.
They have lots of stories about fighting undead, not really casters like liches and vampires, but more like spectres, wraiths, lesser undead, and once a mummy.
They ask about your experiences in the Dreadlands, and if you know more than they do about the place.
As for this invasion, evidently in the very first surprise attack a dragon turtle managed to break through the city gate, but was turned back, and mages used iron and stone walls to seal the town in. Since then, food has been scarcer and scarcer, since the fishers dare not go out. It's a real dilemma -- prep food creation spells or save the slots for battle magic.
(In fact, the dinner they serve you is pretty meager. Pickled eggs, hardtack biscuits, and salted fish.)

Emrys thanks the queen for her hospitality, even while under assault by sea monsters and a horde of the undead. They all seem quite calm about the situation. They have a lot of confidence in their defenses. Both Daemon and Emrys both look at each other and think that is strange. They both wonder what powers their fortifications. The fact that everyone seems so nonchalant causes a bit of concern between the two.
"A bit nonchalant, wouldn't you say?" He telepathically poses the question.
"Velarin ... Tishe, would either of you like to join me in my rituals in the morning. I can now designate another individual as an honorary witch, and you can gain the benefits of my rituals as well. I'm going to attempt an advanced Ritual of Charming. A powerful ritual ... one that allows you to ignore a creatures racial immunities to charms, compulsions and mind-affecting spells. Consider the possibilities!"

Tishe’ gets a particular crease on her forehead and half closed her eyes when speaking telepathically. “I don’t think it is non-chalance, but more like a popular sampler practiced in Hook City. It is a kitten barely holding on to a branch and is stitched ‘Hang in there!’ Look at the meal, they know how stretched they are. And didn’t the Queen just warn us about alarms in the night? They desperately need our help and we need to confront the Turtle before seeking our dreams.”
The Spellweaver eagerly accepts Emrys’ offer. “There are many BloodWitches about Cinnamon Valley, and there are no prohibitions of accepting magical help in the Spellweaver credo. I’d love to!”
For the Skullheads, the short woman smiles and shakes everyone’s hand, complementing them on being the specialized focus needed for the area. “Undead I the city, in the countryside, and evidently in the waters, and here you are to confront them. It is almost like the Gray Wanderer himself has set you on the task.” She reminds everyone that one of the now-retired Gray Dragons, Jass of Downs, was an undead sorcerer, and certainly one of the good ones! “It is not the type of power, nor even how much one has. It is what one does with the power they posses that determines their character.”
Tishe’ tells of the recent stories of undead in Cinnamon Valley and the Dreadlands: the Lesser Deaths just to the south they encountered, the banshee about the swamps surrounding the Mountain (but doesn’t mention the Teucri artifact buried under the mountain), and the huge undead that Tishe’ saw the Keepers and a couple of the Iron Dragons fighting in the cemetery which was her introduction to the Keepers.

"Capturing one of the enemy would be helpful Barratore, but only if it's not one of the mindless undead. If we have the opportunity, we should definitely try to take one alive."
"I will change up my spells in the morning, and take more long range spells of cold and electricity. We should hit the dragon turtle with everything we have, and try and take it down quickly. If the other forces see their mighty turtle go down quickly in a blaze of swords, arrows, and spells, they may think twice about continuing this siege."

Barratore notes the meager near rations and and thanks them again. "Don't worry, you fight and train to fight what you know and what you need to. the Dreadlands are plenty full of undead and so there you go." Baratore parrots back what he heard about the city breeches being that of incorporeal undead. no fishmen, not the dragon turtle again and so prisoner becomes pretty unlikely. Charm spells aint going to do it and capturing an incorporeal being is less likely.
"What if we capture the dragon Turtle instead of killing it? Subdue it to submission and make a bargain for it's life. I don't have a BAS, but I think it'll do the job. Emrys keeps me alive and the rest lay waste to all forces within a few hundred feet."
To the thought the people have been a bit relaxed, Barratore is not sure that s the case. The queen, he surmises will put up a front. regardless of her personal thought on the city living through this, her job would be to assure her people and acting to do so. As to others, put on a brave face or crawl into a hole.

Hampton, the Undead Hunter, takes the lead in talking with you. He is certainly more charming than his brother, who mostly just glares at you with those glowing white eyes he has.
"I agree with you, Sir Baratorre, that the dragon turtle is the prime target. If you can capture it, well, that would be incredible. Note that this is not the one that we beat off, so there are at least two."
Sister Wendy mentions that the majority of the undead have invaded from the north, walking up to attack where the defenses are weakest, because they had never feared an invasion from that direction before. "But if I had to guess, I would guess that it is evil clerics driving them, not liches. When I channel against them, sometimes I feel an opposing will channeling in the opposite direction, so to speak."
You talk with the group for a couple hours. They are eager to hear tales of your adventures.

Velarin's jaw drops as Barratore mentions capturing the dragon turtle. "Capture a dragon turtle? really? Just killing it would be hard enough. I can definitely lay waste to the forces in the area around it from 400' in the air, but you would be target #1, not only from the dragon turtle, but from every fish man that can cast a spell or shoot an arrow in your direction. We need to develop a plan of attack that doesn't consist of the single word "attack". We need to think this through and develop a plan that will not only make it likely we will win, but make it look like such a spectacular win that the forces watching have bladder control issues."
"What we definitely don't want is to use the majority of our resources trying to kill or capture it, just to watch it slip into the water and disappear when it's close to defeated. we need to get it on land, and keep it there."
V looks to Hampton. "This turtle..does it leave the water to attack the wall? Has it ever left the water since this has started? can you give me a good description of the lands and defenses in the areas most likely to be attacked?" (perhaps a map, oh great DM)
"My thought ladies and gents, since Barratore wishes to make us famous for capturing a dragon turtle, is to use it's size against it, and contain it to an area that we prefer it to be in. Namely dry land. I can throw walls of force, and as a group we have the 5 immovable rods. We have sneaky rogues who while invisible, and flying or swimming, could place those rods in locations to prevent a very large creature from moving in a specific direction. If we can use the walls and the rods to prevent the turtle from going anywhere, capturing it should be achievable."
"Also, at the onset of when we wish to start the fight, i could summon a few very large water based helpers to give the fishmen something else to think about besides us. We have tonight, let us develop our plan, get some rest, and kick butt in the morning."

"Opposing cleric you say. Could be fishmen clerics and if they are able to push and or control this many undead, that is a good number of them. That doesn't sound right to me, but not our first order of business."
"After our strike, be it capture or kill we need a secure fall back and it should be secure from magical prying. What can we set up? Scrying, teleport and all that. If we can stop it we should. Yes, capture V. We killed a Dragon turtle a few years back and that was underwater and I wasn't even there. The way Brom described it, it was over before he got to enjoy it. Sure this will be harder, but the end gain I think is very much worth it. Lanliss and Edson are all for it, means it has to be great plan right?"
Barratore reaches across the table as the drink arrives for Lanliss and moves it out of his reach.
"We have a good long night ahead of us and a full day tomorrow. If I'm going to be taking on a Dragon Turtle, I need you not hung over and watching my back."
Barratore smiles, "Really V, where's your sense of adventure? Not saying our plan should be attack, I was laying out the high level goal. We get recon on the turtle, eyes on what forces are with it. Prep spells, walls for isolation , I go in and the bombardment commences."

Emrys replies, "There are a many number of things I could do ... necromantically or not. Since the beginning of this discussion, Ive been considering ways to subdue this beast. What would be the most efficient ... the cleanest method. I could dominate him, flip him to our side. Force him to talk. Like what I did with that immortal. I could possess the beast and force it's soul into my magic jar. I would then force it to submit and be shackled and chained. With a creature of that size, moving it would be an even greater task than forcing it into submission. Of course, one should expect magical wards to protect it from such mind attacks. We would need to remove such wards. I have a multitude of curses and diseases for sure that would weaken the body and befuddle the mind. Or we can simply killed and I can interrogate the corpse. I would require a good nights sleep before making such a request."

"My first inclination would be to do a quick wipe out of the undead forces in the north, but in doing that, we would make the enemy aware of our presence. Therefore, taking out the biggest threat first and by surprise is the most logical option. Then we can incinerate the undead horde. Which I'm looking forward to by the way."
"As far as a general plan for daybreak. We should all be able to fly and be hasted. Lanliss and Edson should be invisible and have all of our immovable rods. Barratore should be stoneskinned and have whatever other protections that Tishe' or Emrys can do. The wind wall is a good idea, placed between Barratore and the sea should work nicely. We are gonna have to hit it quickly, and simultaneously."

Whether it's healing Barratore, dispelling it's defenses, taking control of it, or just annhilating it. As you discuss matters with the Skullheads, you come to understand that the Dragon Turtle guards the isthmus between the town and the mainland by sitting athwart it. Velarin asks Hampton for details. He says that the undead wander, but there is always a strong force to the north, also on land.
The fishmen, hundreds if not thousands strong, keep to the waters to the east and west of the town.
From time to time, the dragon turtle or the undead horde attack, Hampton says. Once in a while, they seem to coordinate, so that the defenders cannot ignore one side when the other attacks.
Add in fishmen raids over the wall, plus some few incorporeal undead, and no one feels safe. Most civilians stay barricaded in their homes. Everybody carries holy water to splash on ghosts, if they can afford it. The temples of Gargul and Domi have been giving holy water away to the poor, but there is not enough to go around, according to Sister Wendy.
The Skullheads tend to stay on the north side fighting undead. The gate's ballistae and other defenders have deterred the dragon turtle for now.
The party comes up with a plan to entrap and capture the Dragon Turtle.

If we overly flatten or repel anything, it will tip our opponents to a new powerful force and they may coordinate a massive assault or shore of defenses. Neither is good for us and the city. I think the plan laid out will work. All of our firepower should be aimed at the Turtle and things nearby it. Wind Walls are good, Fire, Ice, Stone would be better. You cant target a spell where you cannot see. Those of us in proximity to the Dragon will need fire protection and I will want a Deathward as well."
"Hampton, you and yours, stay on the north side and do your thing. This whole thing should be done in less than 2 minutes, so a large scale counter or even too many forces being able to rush to the Dragon's aid is highly unlikely. Even still, if things are going south, we pull back." Barratore turns directly to Edson and Lanliss "If I say we are pulling back, get yourselves as fast as possible back into the city. Not after one more thing, or thing whatever, immediately and without delay."

The Skullheads listen intently, and seem a bit awed at the group's confidence. "Well, that sounds great to us," says Hampton, and the others nod. Sister Wendy mentions that there are other high level people who will be involved in the defense, mostly clerics, fighters, and a few high level reformed pirates. "And Queen Effacia has a court magician, but not anything like you guys," she says.
Charles sounds a note of caution, however. "I'm sure that the enemy has more forces hiding under the waves. They are only showing what they need to maintain the seige."
Soon it is time for bed, and the Skullheads promise to see you at the council in the morning.

Barratore thanks the Skullheads for their time and assistance in all of this. "Let's head out and meet back with the queen and her war counsel then." Effacia would make a good beachhead from which to launch attacks south and abroad and if you did not have to worry about undead and could even bring them to your side, it makes a fine recruiting zone as well. This could be a vacuum of power from the destruction of the Dread. This uprising of evil to fill the void and trying to assert their own dominance in the region.

After a productive evening with the Skullheads, you head off to sleep at the palace, in rooms arranged for you. At dawn, you have just enough time to prep and meditate before you are summoned for the war council.
Queen Effacia leads the meeting, along with five of her ministers, a few clergy, and the Skullheads. No one is more than 12th level, you intuit. You discover that the town has the following resources to offer:
An army of 5,000 first and second level fighting folk, half commoners, half warriors, and a smattering of fighters among the officers. There are also 500 3rd and 4th level serjant warriors and fighters, and 50 higher level officers, none above 10th. The general, sitting at the Queen's right hand, is 12th level.
In addition, there are about 500 clerics, most very low level, with a smattering of higher levels, and a 10th level high priest. Most honor Gargul as a protector against undead or else they honor all the gods of the Wold collectively.
Say there are about 50 more people with adventurer classes, including the Skullheads, some who are actual adventurers, some in other lines of work or retired. There are a sizable number of swashbucklers, fighter/rogue/experts serving as ship captains and ship officers.
There is also a walled inner harbor currently crowded with ships in dock and hauled onto land.
The Queen (herself an expert/aristocrat) seems likely to take your suggestions as to the solution to the town's dilemma. She asks if you have any questions, and what you have in mind.

Tishe’ wakes and performs her usual ablutions, breaks her fast, and lets her mind relax into the magic patterns around her while turning wool into thread by use of her drop-spindle. Ready for the day, she accompanies the Keepers to Queen Effacia’s meeting.
Before the meeting begins, Tishe’ stands. “Your Highness, I would like to ensure the besieging army can not overhear your plans using magical means.” And with permission, Tishe’ casts Extended Mages Private Sanctum, covering a 240’ square of the room (15’ high) with a magical barrier barring divinations from penetrating for 48 hours.
Tishe’ knows her role in the upcoming battle twitch the Dragon Turtle, and she doesn’t have any advice other than ‘keep plugging away’. So once done, she sits and listens to those who know tactics and leading Noble and Ignoble Races.

Barratore straps on weapons and slings his shield to his back. No need to have it animated during a meeting. He checks his bow, quiver and Haversack, a quick meal of whatever he can get his hands on and he heads to the meeting with the others. He waits for Tishe to cast her spell.
The queen gives an accounting of the forces available and Barratore is rather surprised by the show of force Efficia can put forth. The fighter does not want to go directly into the basic plan the group has without input from the others on what they can pick up from those assembled. Surprise was their big advantage and no matter how slim the chance, he did not want to risk losing it to a spy or traitor. Add to it, that nothing he heard made him think of how they could be of help or alter the plan and so why tell them.
Instead, the fighter goes for information. Hopefully the war counsel had an area map and hopefully it was big. "We saw a basic structure of forces arrayed as we came in, but the best thing we can get now is reliable information. Can you lay out where the forces are and to what strength." If for whatever reason, they don't have markers of some kind, Barratore starts plopping down coins, gold, silver and copper to represent various force strengths and various types

The wizard follows the others to the war council, and also waits until Tishe's casts her spell. Assuming all the Keeper's are sharing their thoughts with each other, V will reluctantly concede the point of a possible spy brought up by Barratore, however he deems it unlikely.
Quickly speaking to the others through telepathy while looking over the battle maps, V offers "We are gonna have to tell them something Barratore. That is why we are here, and Queen Effacia will feel snubbed once again if we don't present something. I will attempt to keep this diplomatic while not giving too much away."
V asks a couple questions before beginning speaking is "What are the current locations of the enemy forces. The undead horde and the dragon turtle. We need to know where they are..Obviously the fishfolk are all over in the water. Second... What kind of enemy spellcasting have you seen, and can you give us a gauge on how powerful they are?"
Once getting his answers, Vcontinues. "Queen Effacia. We have had a little time to discuss how to begin in breaking this siege amongst ourselves, so I will lay out for you our basic thoughts, and wait to hear what you all think.... As of now, our biggest tactical advantage is that the enemy may not know we are here. Our plan is to hit them hard and fast, and make as big a cut as possible in their ability to threaten the city. We will only have the element of surprise on our first attack, and wish to make it count."
"We as a team are used to working on our own, and as a result, we know what the others are going to do, and that works best for us. I am going to be throwing some hefty spells, and the last thing I would want is some of the troops moving into an area I'm about to wipe out. We believe that for our initial assault, the best thing for everyone except us to do is to hold the city. They very well may decide to counter attack the city from one direction while we are fighting in the other."
V stops and leaves it at that for now, mostly to gauge their reaction and responses.

Tishe' contributes privacy for the secret proceedings, and her efforts are most appreciated.
Edson worries that in a clash of the powerful, the regular folks are likely to get crushed.
Keeping the group's ideas to assault the dragon turtle (and maybe subdue it?) close to his chest, Barratore asks for more info and a better map. They have that, no problem (see below).
Meanwhile, Velarin steps forward to do the heavy lifting, diplomacy-wise. He asks about the disposition of forces, and enemy casters. This topic is mostly a mystery, because like an iceberg, the bulk of the enemy is always under water. There are at least two Dragon Turtles, because watchers have seen them take turns at the main gate. There are anywhere from 1,000 to 10,000 undead roaming around the walls at any one time, mostly in the north. Other than that, no idea.
For sure, there are a couple higher level clerics or druids around. This stormy overcast weather is not natural, and it never lets up. Plus, somebody is controlling all the undead. No high level arcanists, nothing the town cannot handle.
Velarin urges the Queen to keep her forces inside the wall while the Keepers make their initial sortie. Then we'll see. She is fine, agreeing with that. The Skullheads will take their usual place at the north wall fighting undead.

But Emrys’ comment does make the Spellweaver think. “OK, assuming we are able to surprise the army and take out one, perhaps two, Dragon Turtles, and we still have reserve resources. Let’s then start making a circuit around the walls and roll up the assault force. You know, kick them back on their heels before they can start to think?” “Or maybe head right into the water at the north end, opposite the gate, and look for whatever is controlling the undead? that would keep surprising them, right?”

Most of my 2nd level spells will be somewhat useless, as i can't protect anyone from steam(can I DM?). so I will take plenty of invisibilities to start us out. If we get the turtle, don't anyone venture to the undead area in the north for a few. I have a couple of sunbursts that are very big, and the undead aren't gonna like them. I have a few spells for the fish people as well."

OOC: Yes, you arrived yesterday, drank with the Skullheads last night, had a good night's rest in the palace (no alarms), and now it is morning.
Emrys takes it all in, and offers an important thought via telepathy!
Tishe' suggests taking out a dragon turtle, maybe two, and then still having the resources to launch a ferocious offensive. The Queen just looks at you, open-mouthed, and amazed.
Velarin has the presence of mind to delay the rest of the conversation until the party is back encamped. The Queen agrees to hunker down while you start your offensive, but be ready to defend the walls once you heroes take the war to the enemy.
In privacy, Velarin goes over the plan of attack.
OOC: Unless you tell me otherwise, tomorrow's post will see you at the gatehouse battlements, looking out at the dragon turtle, with a detailed map for the battlefield. V does not plan on casting any spells until we reach the battlements, or just before if we would be in view of the enemy. On the way to the battlements, V would request to speak to Queen Effacia or one of her trusted advisors one final time before the battle begins.
V will offer to cast two Magnificent Mansions designated for use by the residents of the city. They will provide non-combatants not only relatively safe shelter, in case the city is targeted by something, but also ample food and drink for many hundreds of people, and will last for 36 hours. V will briefly explain the parameters of the spell and use of the mansion.

Earlier that morning, Emrys ushers Tishe to an area where he feels it is safe to perform his morning rituals. Tishe expressed interest the day before to be part of the event. He briefly instructs her in the process of ritual magic. She's a natural, of course, not much instruction is necessary.
Even with Tishe's and Daemon's help, the Advanced Ritual still looks to be questionable. It's difficulty would normally require his entire coven present. As it stands, they only have a 50/50 chance ... and Emrys doesn't wish to bestow the penalties on everyone from a failed ritual ... so he casts a powerful spell on himself to ensure their success.
(Emrys casts Moment of Prescience on himself. This will give him a +18 insight bonus on that skill check when he activates it.)
The rituals begin ... the first two go off without a hitch (no chance for failure basic and intermediate rituals). Then they start the Advanced Ritual of Charming and Emrys activates the MoP when it's necessary. (Diplomacy Check: 59, Success!)

"After the Dragon Turtles I'm good with continuing on land if we have the capability. Underwater is a whole separate engagement in my book. We want to clear, I say we push the undead."
ON the specific battle plans, Barratore looks to the spell casters. "Can we divinate anything, Arcane Sight for protections and unseen guard before we go in?"
"V, if I enlarge, can you still Dim all of us in. I want to be as non edible as possible. Haste, Fly, Stoneskin, Deathward and Protection from Fire is what I'll need. When we get in, wall spells to cut off support and rescue. Edson and Lanliss, get the rods in and get out, he should be very much thinking of me the entire time."
Barratore takes a few moments alone. He draws his blade and slides his hand across it. Imod had blessed the weapon a long time ago, another lifetime it seemed, and this day would be its greatest test. "Guide my hand, provide me strength and harden my will for the foes to come." A moment of silence and he is ready.
Barratore catches up with the others if time permits, takes part in the Heroes Feast. Mounting the battlements, Barratore scans out over gate towards the Dragon Turtle

Velarin meets with the Queen before the group assembles at the gatehouse and casts spells to allow her and her retinue and others to have a safe refuge should it all go south. She is grateful and pays close attention to how it works.

Lanliss preps his gear and makes ready for the plan of attack.

Serious Barratore stands strong and prepares for a great battle.
As the party emerges onto the roof of the gatehouse, they are met with an amazing sight. The Dragon Turtle is holding a huge white cloth of some kind in its teeth, and waving it. The clouds have lifted for the first time in weeks. Oh look! There is a sahuagin standing next to the Dragon Turtle, and he too is holding a white flag.
He comes closer, and calls out as he approaches, "PARLEY! PARLEY!"

V emerges on the roof with the rest of the party, and looks in shock at the white flags being presented. "PARLEY?" V looks to the others. "He keeps using that word. Does he think it means what we think it means?"
"You might be in for a big disappointment Barratore. "They likely know we are here, and either this is a trick to change up our battle plans, or they want no part of us. Unfortunately, I believe that we need to alter our plan and go have a chat with them. But, let's stick to the basics of our plan. I will Dim Door myself, Edson, Lanliss, and Barratore down to discuss their Parley. Then we improvise from there."
"Better ideas anyone?"
If the party is good with the four of us going to have a chat, V will turn to Queen Effacia. "With your permission my Lady, would it be acceptable for us to go speak on your behalf to at least see what they want? We would obviously never agree to any binding terms without your direct authorization."
If everyone is in agreement, V casts fly on himself and Dim Doors the four party members down to speak with the Sahaguin

The invisible elf lets out an audible sigh, tipping off where he is. The sigh was for the parley. It would, if honest, save many lives.. but the rest of the group would have to survive the night of Barratore at the inn's bar, drinking his share and more due to not getting his fill of dragon turtle and undead.
If the group does dimension door down, Edson stays invisible, and immediately moves off to the side, keeping an eye on the sahugain leader.

Such is the lot of heroes: even when the enemy is most likely attempting treachery or trickery, even when your danger sense is flashing red, even then, a true hero gives even enemies the benefit of the doubt when they offer a chance for peace.
Baratorre, Edson, Velarin, Tishe', and Emrys, please each accept a hero point!
You materialize or fly over to the envoy. He is the largest sahuagin you have seen, standing 7.5 ft tall! His trident is practically a pole arm. Where you see past his seashell armor, he is criss-crossed with scars. Most oddly, though, he is grinning like a mad fiend!

I can't recall too many battle scarred warriors happy for a cease fire unless they were losing. Either way, something is up. With four days of peace, we would have time to try and rescue the people fleeing through the dreadlands as well as relocate many of the non-combatants and get the cities troops fed and ready to fight. If they wish to fall back for now, I say we let them. I do not wish to attack under an offered truce. The undead in North however, we go annihilate them as soon as these guys leave."
Assuming there is no opposition to the offered truce, and Barratore doesn't decide to challenge him now, V responds in Aquan. "4 days then. Let it be so."]

Mentally he stops V, the fighter wanted more information and while he was not going to challenge the leader or spokesman more likely, but Barratore wanted to not simply agree. "Besides your clan remembering your death in fair fondness, what is coming that gives you cause to celebrate? I am Barratore Steelwind of the Starlight clan and I would know the name of my worthy opponent.The offer upon our arrival is suspect and while I would not disparage your honor I would salute your judgement upon knowing defeat and choosing not lose blood and beloved. We allow you to withdraw from the field and we are willing to meet and parlay a peaceful resolution."

"The whole Wold is going crazy" is what Lanliss thinks! He ponders the chance to assassinate an enemy during the cease fire. The first step would be to find the enemy headquarters, wherever it is under water ... and you do have mighty divination casters ...
The general does not stay to comment on Baratorre's suggestion for a peaceful resolution.
Emrys concentrates on his connection to the divine ... and obtains brand NEW insight! The goddess Caeroldra has been murdered! What does this mean!?
You return to Queen Effacia and report what you have learned. Her clerical advisor confirms the news. The Gods of Resting pantheon is no more. Marteus, Ga'al, and Jancassis are independent, of no Pantheon. Marteus rules no more! Caeroldra is dead. Warrd has joined the Gods of the Wold. The dead god Serenbeth has arisen and also joined the Wold's only pantheon.
The Queen will stay with her city, but she is grateful that there is a chance to evacuate the children and mothers. SHe is afraid of leaving them undefended on the shore, though. She asks you for advice on how to safeguard the refugees from dangers to the south while not draining resources for the defense of the town.
One advisor suggests that the reason the fishmen offer the cease fire is to cause us to split our strength, part to the town, part to those who depart.
How to protect the innocent but still protect Effacia at full strength? In only four days of peace.

Finally, her mind begins working again. “Do you remember what the metal wizard from the Teucri artifact said? About Kevintar? There is a change in the Wold since I have not heard of since the Year of Ascension. Not even the awakening of Eberyon or the Saar compares to this, and everyone here knows how destructive both of those events were.”
For Queen Effacia’s plight, Tishe’ thinks only one obvious answer. “The Keepers should escort the refugees, and then return before the five days. Maybe we could even get messages to the Valley to sent an escort force a few miles north too.”

As Edson suggests attacking the fish men, Velarin responds "That may be true Edson. However, most of my spells won't be worth a thing underwater. I would much prefer to make them come to us instead of the other way around. Tishe', Emrys, and I will all be much more effective above the water."
"Agreed Tishe'. We will need to be responsible for the evacuation and have it done before hostilities resume. So, let's work the current problem. We have essentially three days to evacuate those that should leave. Emrys...how many people could you wind walk in a day? If I took nothing but teleport spells, I could probably relocate about 150 people in one day. I could also magically send a message to Dulcet or someone else I know that we were coming so that they could prepare. Queen Effacia, how many people would you estimate would need to be relocated?"
"For today though, my spells are prepared for war. And perhaps I've been around Barratore a little too much lately, but I'm inclined to incinerate something."

Barratore turns back a bit disappointed. Words from Uncle Metascar starting to make more sense than they did when he heard them as a battle hungry young warrior. Perhaps the difference this time, was there were innocent and untrained lives on the line.
Barratore certainly backs the others, The Keepers should take the brunt to getting those they can out. His question is this, "What kind of numbers are we talking about? Can we handle this to any real impact with the numbers that we might be talking about? I think we need to know and if the numbers are not in our favor, we need to leverage the queen to decide who gets to go."
"I have no capability of mass movement. Guarding a large overland caravan is longer then 5 days and not viable. As to Edson's suggestion, my answer is no. And turns to Velarin “You are right, we need to ask numbers, but for a city this size, I was thinking thousands. And that we would escort them as they walked or took wagons. There is a road from Effacia to JarlsWolf, at least there is from our known map of Crescent Valley. Three days of an easy walk is 30 miles, a hard march is about 60. Would that make it to where Valley levies could take over escort duties?”
She thinks herself and asks Queen Effacia’s advisors the same questions to better understand the problem.

Emrys is stunned by these revelations of divine tumult. Tishe' is too, but she begins to put the dots together, deducing cleverly that all these events were set in motion just after the party got the news about Kevintar!
As a more practical matter, Edson and Lanliss put their heads together and ponder using this moment to assassinate the enemy leadership. Velarin is opposed on pragmatic grounds ... spells are less effective underwater. Barratore is opposed on ethical grounds.
As for escorting refugees all the way through the Dread back to Cinnamon Valley ... Tishe' ponder the lay of the land and concludes that Barratore's intuition is correct. A standard caravan is slow, and without magical aid, will take more than four days to traverse the land.
Using Wind Walk and Teleports, Velarin guesstimates he can move 150 people per day [OOC: Your DM would like to see the math on that, though, if you go that route.] The other casters could add to that number.
The Queen thinks that if you could move 1,000 of the town's most vulnerable residents, and perhaps bring in new supplies of food? that she would count herself most grateful indeed.
As you meet with the Queen, messengers arrive with two pieces of news. First, the undead arund the city walls have also withdrawn. Second, a young man has shown up demanding to speak with the Queen about the orphans in the town -- he has an unusual presence!
When shown in, the youth is wearing improvised robes and has a holy symbol of three interlocking symbols that you guess he carved himself, inexpertly. And somehow he has an aura of holiness about him!
He says he is the new priest of Serenbeth, and he wants to know what the Queen is doing to protect the orphans.

It meant that either Barratore understood the language of Thieves and Rogues, or he understood by context of expressions and body language what Lanliss was planning. 'Can never be to careful' Lanliss thinks about Barratore intellect.
The second, was the news of the undead just fleeing and a mysterious priest if orphans.
The Wold was just changing too fast. 'Interesting times' Lanliss thinks.

"We are discussing that right now if you would like to quietly listen, or if you have some divine ability to assist in their relocation? Many of them are currently enjoying the hospitality of my magnificent mansions if you would like to go tend to their needs." V then turns away from the "priest" and addresses the party and Queen Effacia.
"A 1,000 people.. We just couldn't manage to move that many in 3 days with our normal spells. we need to get creative somehow..... How about a gate spell? We would have to take the people off plane, which in and of itself could be hazardous depending on where we go. I'm sure I could recall a relatively peaceful and friendly plain, or even one that was completely barren, from all my studies and we could send in the the remainder of the keepers to ensure the locations safety before sending the people through. With each spell, I could create a portal 20 feet in diameter, and with concentration, i could hold it open for a minute and a half to two minutes. How many people would be able to quickly walk through a 20' wide portal in a minute and a half? I could then open a portal back to our plane. It's not foolproof, but I could probably wish to return to this plane at a specified point. Or I could use a wish spell to duplicate another spell if one of you can think of one that might serve our needs?"

Barratore arches a brow a the appearance of the young man and the claims of being the high priest to a newly raised god. It made some sense that Serenbeth would reach out quickly and so Barratore was willing to simply go with it. His question to the queen was for the queen and V was already answering and the fighter just nods to the new high priest.
The level of magic that V was bringing up was far beyond Barratore. He does have 1 idea though. Something he has heard of at some of the bigger cities, "What about creating a teleportation circle? Link it to Magpie or even Plateau City. Maybe make it permanent. We could use it to also bring back in supplies."

There is just too much going on for Emrys to concentrate. He turns his back on all the activity around him and begins writing arcanetical equations in the air with his hand. Erasing some, rewriting others, unseen to everyone else ... he is trying his best to formulate a magical response to the problem at hand.
"I can create a Gate ... but I can only connect it to another Plane! I don't believe its possible to reroute to locations within the same realm. I could only hold the Gate open for two minutes anyway!" He rubs his head and thinks, and he writes more invisible equations in the air. "Ohhhh ... Or I can summon anyone here with that Gate ... forcefully if need be, unless they are a deity or Power. Is there anyone known for mass teleportations?"
He considers other options. "When we come up with a plan, I can inform my Coven and they can inform the Pitchfork Council."

Then we teleport back, Sieur Velarin casts the circle andSieur Emrys makes it permanent to JarlsWolf. That way, we get the open communication between Effacia and Creseant Valley that we want and Effacia gets a method to safely transport non-combatants out and food in!”
The Spellweaver is quite taken by the young man from Serenbeth. “Everything going on here and you are most concerned with the orphans? Can we speak more! What can I do to help?” Tishe’s experience in the Sargrass often had her taking care of Orphans who were orphans, and did the same with the Sunrise Song and in Bonetown. This new high priest’s call touches the older woman deeply.

I'm not quite so sure that the council will like the idea of a two way instantaneous transport into their realm from an area that has been and is about to once again be under siege."
"As far as food goes, me teleporting back and forth with a full portable hole would greatly assist with the food shortages. The two mansions I set up here are still in place, and will be for a day and a half and can feed many hundreds of those most in need over that time."

Barratore heads out of gate and towards where the Dragon Turtle was. He wanted the creature back and now he could get a good look at the battle field and perhaps tip things even more so in their favor. Command the field, command the fight. V and Emrys had powerful resources at their disposal that could put in trenches or dead falls or the like. Confound the creature's movements and prevent help from rushing in. Baratore looks about what he hopes will be the field of battle in a few days and with nearly 4 days to work with, he plans to walk to investigate the whole of the ithsmus

A Plan is formed, and everyone agrees. A Permanent Teleportation Circle joining Effacia and Cinnamon Valley. The Queen is all for it! The ruling Council back home has the reservations you would expect, but after deliberations, and considering the Keepers' reputation, it is agreed. As Dulcet puts it, "It would be stingy of us to refuse, considering how you all have helped us at need. Just please put it in Witchspawn, at the border, if you would?"
[OOC: Please mark off the resources needed to accomplish this. Note that by my reading of the Teleportation Circle Spell, the spell makes a one-way teleport. If you want traffic back and forth, you need TWO. Or do you want just ONE? The Cin Valley Council is more keen on two way traffic. I estimate that the cost to you guys is 50,000 gp for two circles, 25,000 for one. Feel free to expend the resources, no Catacombs trip needed. Just post who is giving up what please.]
A couple days go by, and it is done! The weak, orphaned, and elderly are evacuated. Tons of foodstuffs are delivered (by bags of holding, telep circles, or both). Indeed, by the third day, a celebration is going on in Effacia! Led especially by clerics of Wardd, there is feasting and minstrelsy.
You see an especially large crowd enjoying what you deduce are games of chance, sponsored by the Warddian priests. There are prizes, you hear. Do you want to investigate further? If you want to play, post the size of your donation and make a d100 roll.
Meanwhile, Tishe' speaks with the young priest of Serenbeth and learns more. She helps supervise the evacuation of those who have lost their parents to attacks.
Barratore, ever military-minded, gets volunteers to help him render the land outside the main gate "difficult" to traverse.

Tishe’ is happy with the solution, but forgot that besides the spell scroll, there is the cost of casting both Teleportation Circle and Permanency spells. “I can’t pay for both Permanency spells. I can chip in 35,000gp but need 15k to finish up.” She doesn’t think much of the worries, because “how many can appear at one time? Not many. How do you know it’s there? It’s hard to find. And we can always dispel it too. Plateau City and Floating City have permanent teleport circles to each other, and they are in crowded public places so no one can use them secretly. I would think you would set up a ready-made observation force like a Temple or the Sage Guild at each end to make it even more difficult.”
But Tishe’ would comply. She is happy to have been a part of setting something up that will help this region for years after she retires.
She learns about Serenbeth, and is ready for the fifth day.

Due to our preparation to defend Effacia, we will leave the organizing of the placement for the refugees, and the resupplying of Effacia to you. Should the worst happen, and Effacia and the Keepers fall, I will do everything in my power to close the circle that leads here before an enemy takes it."
V communicates mentally with all the Keepers "The council has agreed for us to put the two circles in Witchspawn, one to bring refugees there, and one to bring supplies back to Effacia. We gotta come up with 50,000 gold for the permanency's and the teleportation circles. I've got 10,000 I will chip in."

Edson looks over the entire peninsula on which the town sits. He looks over the lay of the land. It is pretty much flat. Any higher ground has been claimed by the town. He sees no sign of the enemy.
Lanliss feels a bit antsy at the wait, and grabs some always-useful shut-eye.
