The Ruling Council of the Emerald Kingdom

Sigismund tries to explain his distrust of the unpredictability of nature and how he doesn’t trust the Culver Witches as far as he can throw them.

Ash asks for clarification on whether Sigismund is distrustful of all Witches or just those belonging to the Culverwood. She suggests that maybe they can find a location that is close to the Culverwood but not nestled in it and close enough to Izen to encourage more free orcs to join them. She also suggests trying to find a place as far from politics as possible.

Zazu thanks Sigismund for his point of view and suggests maybe they can compromise on a location.

Sigismund explains that his distrust is only for those whose patrons is the Culverwood.

Ash gives Sigismund a little smile and thinks of how recent events have certainly changed her opinion of Followers of Kevintar.

Niall agrees about being as far from politics as they can be.

Naithi wonders if all these people saying hi might be a test from the council.

You wait for what seems like hours in the well appointed area. Eventually afternoon turns to evening and it starts to get dark. Finally Delilah approaches coughs and says, “You’re up next. You can wait in the antechamber.”

She takes you down the large hall and into a smaller room with several chairs. Delilah leaves and after a much shorter period of downtime the double doors on the far end of the antechamber opens up.

A lone voice calls out “Docket 74532 strike 1. Petitioners Brauer Drochil, Silverkin, Murzush, Niall, Windwood, and Zazu from the large caravan currently residing outside of Kovri here to petition the council. Please step forward and state your case to the Ruling Council of the Emerald Kingdom.”

A U shaped table sits in the center of the room on a dias with Councilors Pagolor, Cardithas Ilimys, Waesberos and Woldrock seated around it in high backed chairs.

There is a podium before the dias setup.

Zazu enters and bows. There's a fleeting thought ("probably a Boyo thought," Zazu thinks) to offer the council fuzzy bunny cuddles, but then the elf thinks better of it and is quiet.

Greetings council, I am Lothlo Windwood, and another of the party here to make a request on behalf of the refugees. Thank you for taking the time today to listen to our request.

"Councilors. Ash Silverkin at your service" Ash gives a polite, albeit short, bow to the council members. She smiles as she hears Siggy's voice in her head. Let the boot-lickin' begin!

Ash thinks about what she has learnt about each of the councilors. She addresses them as a group, but does glance towards Councilor Cardithas first.

"With your permission, we would like to establish a settlement within the borders of the Emerald Kingdom. We do not wish to disturb the majestic Culverwood so hope we could be a safe distance from it to preserve it's natural wonders and magic, yet close enough that we could see it's splendors"

Then towards Waesberos...

"These people have no homes. They have nowhere to go. Spread out through the Emerald Kingdom might be a burden on the resources of some towns. However with your permission to establish a place of our own to call home, we would be able to give resources back to the Emerald Kingdom and it's great people. Allow us a parcel of land that isn't being used and what was once worthless would instead blossom and provide to many"

Then Pagolor...

"Please. They simply wish to live peaceful and humble lives. Today could be remembered as the day the Emerald Kingdom not only embraced those in need, but enabled them to stand on their own feet"

Finally to Ilimys...

"Councilors. This would serve to benefit us all - free people would be given a home, the Emerald Kingdom would profit from additional trade and untapped resources, and would continue to be seen by the rest of the Wold as giving hope to those who needed it."

(OOC: I really need to give you guys the councilors for the wiki page. Too many NPCs perhaps. The councilors are: Faelar Waesberos, Zelphar Ilimys, Mastakara Woldrock, Maeralya Cardithas and Haldir “Hal” Pagolor)

Zazu enters and bows, briefly influenced by Boyo to offer them fuzzy bunny cuddles but thinks better of it.

Niall calls out that they are part of a large group of refugees consisting of former slaves from an orc tribe of all races looking for the council’s blessing to found a settlement and be pointed to a suitable area to do so.

Lothlo steps forward, introduces himself and thanks the council for their time.

Sigismund listens and nods and motions his head toward Ash.
Naithi nods as well and lets Ash take the lead.

Ash gives an impassioned plea directing specific arguments as to why they should be allowed to stay to several of the councilors seated at the table.

Murzush adds, “Councilors, I’m not sure how many of you know what it is like being an orc woman living in an orc tribe. Typically we are allowed some privileges that captured slaves don’t have but unless an orc woman possesses some talent like myself that sets us apart it is hard life lived at the whim of often brutal orc men and then when you are old and have nothing further left that the orc men want they often leave you to die. That is no way to live. I betrayed my tribal leaders and helped the group before you and the rest now assembled as a caravan in the hope of a better life for my mother, my sister orcs and their children. I have learned that the orcish way is not the only way and that the noble races tend to have a respect for life and the elderly that orc culture often does not. Please I beg of you, do not allow my desperation ploy to have been in vain. Find it within yourselves to allow us some bit of land you aren’t using. You have plenty. Allow me to show my sisters who escaped a bondage of their own that there does indeed exist a better way and I can promise you you won’t regret it. We are a hard working people and we just wish for the chance to prove ourselves.”

(OOC: Murzush rolled 17 on her diplomacy aid another so Ash has a 25)

Councilor Waesberos asks, “Just how many orcs are there in this caravan of yours? Say for the sake of argument we grant your request. If Orc culture is as brutal as you say it is will the collective Orc tribes allow your new settlement to stand or might it be possible that incursions into the Emerald Kingdom might increase in an attempt to tear down what you are trying to build?”

Councilor Cardithas asks in general, “Do all of your numbers show the respect for the Culverwood that Goodie Silverkin appears to possess?”

As an aside to Ash she says, “I believe that would be the proper term for you my dear since I detect in you another practitioner of certain arts. Though I sense that our patrons aren’t the same I don’t believe they are in conflict with one another, either.”

She goes back to addressing the group, “Have any of you ever been to The Culverwood? I mean it is majestic but it can also be terrifying to the ill prepared or disrespectful. Although the Emerald Kingdom is now largely tame and silent it was once a part of the living wood. Things can change, they can shrink or expand or they can be preserved in a type of balance. If we were to grant your request what would be the long term plan for your settlement? Just how large would you seek to grow? How many orcs would you try to win over to your new way of doing things?”

Councilor Pagolar asks, “Besides a parcel of land and our blessing to settle there is there anything else you would ask of the council? I mean on the face of it your request seems reasonable enough but is there something else you might be forgetting to tell us or are overlooking? I’m not saying there is but I feel it would be remiss of me as a duly elected Councilor of the Emerald Kingdom to not question if your initial request is all there is or if granting it might bind us to other obligations.”

Councilor Woldrock asks, “What skills have your number? Founding a settlement can be labor intensive. Do your people have abilities needed to build all the houses and other buildings you may need? What about food? Are there farmers, gatherers, hunters, or ranchers among you? How about other resources? Can you mine or quarry or lumberjack? It seems like based on where you are asking to settle you might be in a pretty remote area. It might be irresponsible of the council to allow you to travel all that way and attempt to settle if you are ill suited to the task. What are your plans to address your basic needs?”

Councilor Ilimys says, “You mention trade. Assuming we grant you this request what can we look forward to in terms of goods and services that you would be able to provide if given the chance to prosper? It’s okay if you cannot answer as this may be putting the cart before the horse as it were. I’m just curious if you have any specific plans in this area or any proclivities among your number that you might not have mentioned that might provide something to look forward to in the future.”

Niall has no idea about the answers to most of those questions so does the smart honest thing and keeps quiet unless no one else speaks up.

If it please the council, I can speak to the trade skills of the orcs. As a talented bow craftsman they kept me with the women and the other slaves with useful trade skills. While my specialty is bows, I assisted in training in all manners of wood workers. I also saw women earnestly learning and practicing all the major trade skills, no doubt motivated by the marginal better treatment that came with having a particular usefulness. I also got the impression that the men would dump on the women and slaves any task the felt to be a chore that was below them.

Murzush knows the full skill set of the refugees better than I, but I believe they have the right combination of skills and talents to be very successful lumberjacks. By the time they have completed their own buildings they will have a good system in place to expand into a commercial operation if they choose. They also are highly skilled with raising wolves, which would transition well into ranching.

Ash responds to Councilor Waesberos:
"We currently number around 130, with a fairly equal split between orcs and non-orcs. It is difficult to say what the wider orc population think of this. Chances are they are more concerned with other orc tribes in their vicinity. Should they dare risk an incursion to the Emerald Kingdom then they would have little chance of defending their own territory in Izen from the other tribes during that time. It would seem too risky for them to attempt." Ash looks to Murzush "What are you thoughts on this, friend?" This might just be the first time that Ash has referred to Murzush as friend.

Ash grins broadly to Councilor Cardithas and gives a nod of thanks. Goodie Silverkin? Kind of has a nice ring to it. The whole Culverwood question seems like a Zazu thing, so she side-steps that one.
"We hope the settlement will inspire others - orc or otherwise - who want to start a new life or are just looking for a home. To that end, Councilor, I'm afraid I can't give you an accurate number on how many orcs we hope to inspire to join us."

She pauses a moment to consider Councilor Pagolar's question. Nothing comes to mind that the group would also need. Ash looks to the others to see if they have thought of anything.

Ash responds to Councilor Woldrock and Ilimys...
"Our long term plan is that we intend for the settlement to be self-sufficient. Farming, fishing, mining if the land allows it. All those sort of things. The people have a number of skills and trades among them that we can draw on. Any items of surplus could be used for trade."

"Councilors. We fully expect there will be obstacles along our journey. Unexpected things will happen. We're confident that our people will overcome these challenges. They are strong and determined and want a place to call home"

"I expect the beginnin' is gonna be a bit rough." Siggy clears his throat. "We'd try to attract folks whose trades focus on gatherin' resources -- miners, loggers, charcoal burners, trappers, maybe peat farmin' if there's swampy soil. The new settlement'd be a waypoint fer sellin' their haul to traders who'd relay shipments to bigger towns. Farmers'd focus on feedin' the gatherers, stores fer equipment, smithies fer repairs, brewers'n saloons," Siggy taps his own nose, "Are gonna keep traders'n gatherers happy while they're doin' business. We'd build up a good ol' fashioned service economy to complement the resource gatherin'. The increased population base'd lead to more specialized trades'n crafters."

He scratches his chin. "We don't really need to have all those skills by our lonesomes. The prospect of free land'n new opportunity is gonna attract all sorts. Miners're gonna mine, builders're gonna build, farmers're gonna farm. We're just gonna make sure they have a safe place to do it."

Zazu bows again, and has something to say. "Councilors, I was born and raised in the Culverwood, and I do not fear, but respect and love it as my home. I only lived in the Emerald Kingdom as a slave under Parnoth, but when I was here, I missed the living forest. I hope to convince my friends to settle at the border of the Culverwood, half in, half out. But some are fearful, so we are looking for a compromise that is near the magical forest."

"I have seen and heard of wonders in the Culverwood, and maybe that would we might find a way to aid others and ourselves. For example, what if we found a dryad who might help us manage our trees, and trade for dryad-crafted wood? Or mini-elves specializing in cobbling shoes and baking? Why knows?"

"And my last point is related. We are hero-adventurers. We will be seeking out fortune. And when we find it, we will be spending our rewards on local goods and services."

I smile meekly and add, My skills are not as impressive, but I have a way with nature. I have an easier time than most moving around and surviving in the Culverwood. I am skilled at finding food, shelter, and avoiding getting lost. I also know how to raise and train animals. It might not sound like much on its own, but when added to the other skills of quit useful. I can show them what plants are edible and can be cultivated. I know how to track animals, catch them, raise them and breed them.

Niall doesn’t really know the answers to the questions asked so he keeps quiet.

Lothlo explains to the council the skills that he has helped the Orc women to improve and what he has observed with respect to the tasks the Orc men would dump on them. He suggests the skills they know could translate well into lumberjacking and ranching and would be set to expand into commercial operations once necessary shelter was constructed if the Orc women so chose.

Ash responds to each councilor in turn. She gives their number and reasons if any Orc tribe tried to make a concentrated effort on the Emerald Kingdom they’d leave their territory vulnerable to attack from other Orc tribe. She explains they hope their settlement will inspire others whether they are Orc or not that want to start a new life or find a home and as such doesn’t have an estimate on the number of other Orcs expected to join them. She doesn’t have any answer for Councilor Pagolar. She explains that their long term plan is to become self-sufficient and that once they are any surpluses they have could be used for trade. She explains that they expect to encounter challenges along the way but that they will rise and overcome them.

Sigismund expects in the beginning it would be a bit rough and they’d try to attract those whose trades focus on gathering resources. He suggests the new settlement could act as a waypoint for traders to relay the gatherers’ hauls to bigger towns. He also anticipates a service economy to complement the resource gathering and the increase in population would yield more specialized traders and crafters. He reckons that they don’t necessarily need all the skills up front if they can provide a safe place for other people to ply their trades in a new area full of opportunity.

Zazu explains his personal past with respect to the Culverwood and his efforts to convince the others to settle on its border. He also explains regarding the compromise of near to it. He suggests they may find something wondrous in the Culverwood that may help others and reminds the councilor that their group is hero-adventurers who will be seeking their fortunes and when they find those fortunes they will be spending them on local goods and services. He thanks the council.

Naithi adds that she is good at woodcraft and raising animals which might be very useful when combined with the other skills in the group.

Murzush adds, “It is true that the Orc tribes fight amongst themselves as often as they do non-Orcs. However, in the past there has been a few rare exceptions where a particularly brutal or skilled leader united the tribes. Whether any of the tribal leaders currently out there possess that capacity is unknown but the other chieftains in the immediate area near my former tribe appeared ill-suited to the task based on the interactions I’ve had with them. I suppose it would depend on how successful our settlement was and how many orcs from all over were leaving their tribes if that would play any role in acting as an additional driver for unification but even if it did without a leader up to the task of keeping all the separate tribes in line any attempt would most surely devolve into a number of warring factions. If this did happen you would probably actually see a decrease of incursions into the Emerald Kingdom as the factions would be too busy warring among themselves to raid it.”

Shortly after our heroes and their stalwart Orc companion provided answers to the council’s question a bell starts to toll.

Councilor Illimys looks up and calls out, “That bell indicates we are just about out of time for this evening. Let the record be amended to show that in tomorrow’s council session we will be starting off with further discussion (if needed) and a vote on Docket 74532 strike 2 an update on Docket 74532 strike 1 brought by Goodie Silverkin and Petitioners Braurer, Drochil, Murzush, Niall, Windwood and Zazu from the large caravan currently residing outside of Kovri regarding their request for a parcel of land and the rights to settle there.”

The other four councilors call out, “So noted.”

Councilor Illimys bangs his gavel and says, “Meeting adjourned.”

The councilors get up and people in the audience watching the council meeting start to exit the council hall. Looking out and into the crowd you notice Councilor Cardithas’s Cohort and company make their way from the audience viewing area to the exits. The double door you entered the chamber from beckons to you.

Puzzlement creeps across Sigismund's face. "Wait, that's it? Did... did they really have us teleport 'cross the country, stay in an inn, walk over here, sit in a waitin' room, walk some more, and come in here... to talk fer three minutes?" His eyebrows furrow. "What kinda cockamamie garbage is this? What a waste of time! We coulda written a frackin' letter if that's all they wanted to know! Grand high muckety-mucks who don't care lick-spittle 'bout other people's time!" He crosses his arms and sighs heavily, rubbing at the bridge of his nose with pinched fingers. "I didn't have much regard fer government to begin with, and this ain't helpin'. Come on, y'all. Let's go get soused 'fore I say somethin' I'll regret." The big minotaur turns and strides toward the exit with purpose.

Ash waits until the group are alone again and smiles to Zazu "That actually went a lot better than I thought it would"

She tries to calm Siggy down a little "Keep in mind this was just the first meeting. They want to hear from us again tomorrow. All the stuff we just spoke about, well, they're going to discuss it themselves now behind closed doors. See who is voting which way and such. That's just the way these things work. I'd say chances are they came in knowing how they were going to vote and it was up to us to convince them to vote our way. We couldn't have done that via a letter. It had to be done in person."

"Now then. Looks like we're done for the day." She turns to leave with the others "Does anyone know if there's a WLA recruiting office in the city?"

Lothlo also thanks the council and wonders what will happen next and if they’ll have another visit from the thieve’s guild.

Zazu bows respectfully and comments on the stress of the day.

Sigismund complains loudly. Fortunately he does so after the council has left. A few guards glare at him but that’s it.

Naithi says thanks.

Ash is pleased with the results and tries to calm down Siggy. She asks about the WLA and learns there is in fact an office for it in town.

Lothlo says he’d like to go to the WLA too.

Delilah is waiting inside the antechamber where the group waited for their audience and says, “It’s late. We should get you back to the inn. You can hit the WLA in the morning.”

She proceeds to escort the group through the council building and the Emerald City in the dark, back the way they came. Along the way she points out the WLA so they can find it later. She escorts them through the inn and back to the Trinity Suite.

Once again she opens the door, leaving you and once again Castien is on the other side of the door.

Once the door is closed Zelphar emerges from one of the rooms connected to the common room.

He says, “I think there is something that can be done to ensure the vote goes your way. Are any of you familiar with Mindslaver Mold? Apparently an infestation has broken out at Mastakara’s Vineyard. Mastakara is very fond of her vintners as they provide her with an exceptionally strong vintage of wine, I believe Delilah might have mentioned it and the local constabulary is rather worried about injuring any of them. Essentially the mold is controlling the vintners and it can be removed but it will do damage to them unless you kill the mold first before you do. The mold though can dodge your attacking ensuring you injure the host instead of it. I’d imagine if you could help Mastakara preserve her Vineyard staff and clear her vineyards of the infestation I’d be able to ensure she’d vote in support of your petition to stay in the Emerald Kingdom. The emissaries can get you to the vineyard and back by way of their teleportation circle so you shouldn’t have to worry about missing tomorrow’s council vote if you help her. Did you not say you were hero-adventurers out to seek your fortunes? Well young heroes, adventure awaits.”

When talking about the WLA, Zazu asks Delilah if there is a branch of the Star Mages Guild here. "I maybe could use some guidance on wizard stuff. I'm kinda self-taught on this magic stuff."

Zazu responds, "Well, we would have been happy to go as soon as you mentioned these poor fungi-infected people. Does not matter what the Council thinks. Sure, we're in."

The elf looks around, suddenly blushing.

"At least I think we are willing to help. What does everybody else say?"

Siggy folds his arms across his chest and barks a laugh. "Yer right! We are hero-adventurers out seekin' fortunes. I figure the cost of riskin' our lives is gonna cost more than a vote just to let us make their kingdom a better place! 'Specially since the job involves a government official who won't vote fer what's good'n right without a bribe via quid pro quo and a taxpayer-funded constabulary sittin' on their hands." He shakes his head. "Her vote, a thousand gold pieces, no taxes on the settlement fer three years, and political autonomy fer three years. Those last two have to be written into the charter."

Lothlo think about tales of this mold... while his knowledge of the plant itself is lacking this is just the kind of tale people liked to share over a few pints back at his mom's inn. He tries to remember if there is something they can use to kill it that won't hurt the host? And just as importantly, is covering up enough to protect us from the mold or do we need to take special precautions not to get infected as well?

I can't say no to saving a vineyard, and regardless of the request we are making this is the right thing to do. I'm vote we help.
