54. Turtlemaster Headquarters - Belba Stubbletoe is the Turtlemaster. Her grand-aunt Cris Steinfoot is the Master Emeritus and a member of the Overlord's Advisory Council. Cris earned her reputation as a Druid Guide in the Crying Woods. This is the headquarters for Cris and her staff - but Belba really runs things day-to-day. Belba's dolphin, Lucy, is beloved for rescuing several children from drowning. The Turtlemaster is in charge of turtle barge safety, city tourism and travel through the Crying Woods.<br>

Turtle Docks-The Turtle Docks cover the entire southern end of Fence Level extending in places close to 100 feet into the lake.  Traffic is fierce during the workday as ships load, unload, and are serviced.  Several locations have boom arms for freight loading and unloading and each boom can be pivoted to either side of that pier.  At regular intervals, gang planks can be lowered or attached to the sides and ends of each pier.<br>
