West of the Nightmare Quarter is a poorer area of town known as the Rogue Quarter. It is a hardscrabble place of tenements and shoddy houses. There are also mysterious, low-lying buildings that seem to be businesses of some sort, except they don't have identifying signs and seem to have very irregular hours of operation. The people in the quarter--mostly common laborers or unemployed--are wary, hard-bitten, and very good at minding their own business.
The Rogue Quarter is also known for its magical streets. Silent Street runs north to south and has a permanent silent spell from dusk to dawn cast upon those who travel it. Crossing this street is Scream Street, where the cries of the dead and murdered can be heard under the light of the first moon. Perhaps the most sinister street is the infamous Hidden Road, where all sounds are amplified, yet a magical darkness makes sight impossible. Each end is protected by a powerful illusion, so unless you know exactly where the street lies, you'll walk right past it. It is said that Valdor Dragonstone walked this street the night he was summoned to become an Evil Lord of Koshe-Marr.
Despite its name, the Rogue Quarter is home to very few rogues--or at least, very few rogues with any talent to speak of. Common thugs are much more prevalent, as are the sharp-eyed, sharp-tongued urchins who may one day become decent rogues if they live long enough.
There is little in this quarter to tempt visitors. There is the Mask Theatre, where strange masked productions can be seen 3 nights a week.
The Temple of Wardd is also to be found at the southern end of this district where Silent Street meets Skull Street and Finger Road.
The Neverempty Mug is the best-known tavern in the quarter. Its ales are generally terrible, but they flow plentifully, and a crew of scarily competent bouncers keep trouble to a minimum.
The other well-known tavern in the Rogue Quarter is more talked-about than visited. It displays no signage and does not advertise its presence; you have to know where it is. It has no official name, but locals generally refer to it as the Watering Hole. It is a place for plotting and dark deeds; any actual rogues in the quarter can most likely be found here.
