This quarter is situated between the Northern and Southern portions of The Endless River in the center of the city.

Located between the arms of the Endless River, this quarter bustles from before dawn until well after dusk. Most of the activity centers around the Open Palm Market, the major marketplace in the city and the one most frequented by commoners. On especially busy days, vendors can be seen all the way up Helm's Way, Gauntlet Street, and Shield Street filling the entire quarter with stands and merchandise.
  
The Open Palm Market is the city’s chief marketplace and forms the nexus of all activity in this quarter. The Open Palm Market is where the basic wares of the citizens are bartered and traded. Anyone may open a stall or a place of trade with a simple fee to cover taxes and support the guard. The Market Manager assigns trade coins for the day, week, month, and year. It is up to the traders to find a place to sell. Many times vendors can be seen all the way up Helm’s Way, Gauntlet Street, and Shield Street filling the entire quarter with stands and merchandise.

The market is truly open; anyone may open a stall or a place of trade so long as they pay their coin to the Market Manager. Buyers need to be on their toes, for some who open stalls here are less than honest.
  
Interestingly enough, Caeroldra’s Temple of Passion is found in this quarter. Many Vendors prefer to set up shop near her temple due to all the escapes that occur around this immoral temple. Citizens wanting to stare at the worshippers of this temple like to be pretending to shop. Vendors in this area can make great profits while their customers are distracted by the temple patrons. A beautiful garden is behind the temple and secret lovers tend to rendezvous there on nice afternoons and evenings.

Overlooking the market is the Temple of Flower. Many vendors believe that the goddess brings good luck, and try to find space as close to the temple as possible.
  
The Temple of Ffloy is also in this quarter. It is a massive structure and is where vendors go for advice to end arguments and feuds. Classes and instruction in business and trade are always offered. Most vendors drop by this temple at least once a day to thank Ffloy for such a prosperous location to offer their wares and to make a contribution Since the Year of Ascention, Ffloy is the 2nd most attended temple in Plateau City on Godsday and the most visited during the week.

In addition to the market, the narrow, twisting streets of this quarter offer all manner of minor shops and eateries. Lodgings tend to be small, often located above shops. Those who live here, generally merchants and those who work for them, quickly become accustomed to the constant activity--or decide to live elsewhere.

Taverns include Sampson’s Place and The Flying Fish. Permanent shops include Vanden Boore’s Clothier and Vertigo’s Outfits for the Big Adventurer. Finally, after a long day of trading, the Waters of Bliss Public Bathhouse is just the place to unwind and get oneself clean before bed.
