The White Rose - primary jurisdiction is in urban areas. Involved in extortion, gambling, thievery, and assassination. Formerly run by Lonar; much of the membership and leadership (including Lonar) has been killed by the the Shadow Guardians.

The Wiggly Dagger - primary jurisdiction is in urban areas. Involved in entertainment, gambling, general thievery, and assassination. Run by Guffbiff.

The Roadway League - primary jurisdiction is outside of major cities. Involved in extortion and paid protection of traveling merchants, as well as bandit activities. Run by Forest Greycloak. Most or all of the evil members and leaders (excepting Greycloak) were killed or captured by the Shadow Guardians.
