New Elenna
So, you wish to learn of the Kingdom of New Elenna. As we approach the kingdom of plateaus, we all start with the outlands and move up to the top. This follows New Elennian protocol which says that the higher on the plateaus you live, the more important you are. This is especially true of the snobbish rich and those who are politically minded.
Below the Plateaus
Most of the towns on the frontier's edge are ... well peculiar. First, there is Windhorn Hamlet, home of the Dragon Sentinel, a pillar magically imbued by the Teucri to hold all of dragonkind inside of Dragon Bay. Next, there is Dourscale. The mystery here is that no one ever smiles. Why? Who cares. I heard that several people tried to laugh at a joke not long ago and they died of hysterics. Funny. Then there is Idol City on the West Coast. This town is probably the most eccentric of all. There is an ancient carving of a Teucri God in the cliff wall. As you can see, the entire plain is filled with stone statues. The carving, if looked at, turns the observer to stone. This cursed area in most places would be enough to cause the area to be deserted. However, open space is such a rare thing to the New Elennian that the inhabitants of this town have adapted by constructing great walls on the east side of town protecting the citizens from any stray looks. As a further precaution, they have learned the skill of walking in any direction while facing west. Go figure.
The First Plateau
The First Plateau sports cultivated forests, farmlands, and the coveted magic roads. These roads, another legacy left over from the Teucri, circle the first plateau near the cliff and allow travelers to move at an incredible speed allowing any destination on the plateau to be reached in four hours or less. The most notable location on this plateau used to be the remarkable Floating City. Commonly called "The Big Float," this city-state formerly floated on Turtle Lake, coasting back and forth. But now a great mystery currently surrounds this plateau -- for what happened to the mighty, Teucri-built Floating City, that once sat so calmly, so omnipresent, on the surface of Turtle Lake? As the Wold reawakened after the Gods War, the six-leveled city, considered one of New Elenna's greatest treasures, seemed to have disappeared without trace. A search in the depths of the lake proved fruitless; there was no debris, no dead -- nothing that told of its destruction. Had the Gods picked it up somehow and carried it off? Had the Teucri finally claimed what was theirs? What of the city's inhabitants -- its leaders, its protectors, its warriors, its traders, its thieves and its orphans? A partial answer came mid-morning on that first day, as a portal opened within the palace in Plateau City, and a messenger from the missing city emerged. It soon became obvious that the 'Big Float' and its inhabitants were alive and well, but they had no inclination of where they were. The city floated on a lake so great that its northern and southern shores could not be seen. On its western shore lay a mighty, lush jungle, and far to the east lay the distant, snowy peaks of a great range of mountains. And so the challenge is on, as all adventurers in the Wold are urged to discover the location of the Floating City. Where can it be? In the meantime, trade is still possible, folks can enter and leave the City via portal, and letters pass between politicians, business partners, friends and loved ones.
The Second Plateau
The Second Plateau is covered with safe roads. These roads prevent evil acts from occurring on them and are considered safe even for children. Traveling off-road is another matter altogether, however. Adventurers wanting to kill or fight need but set foot off a road and they will probably get their wish. This area is extremely dangerous. There are several towns on this plateau, but at this point they are of little interest to the tourist or adventurer. The one exception is Dradah Delmah, home to the House of Bralfah, the tribe of Surface Drow Elves. It can be found in the Blackheart Woods, part of the second plateau's Monster Preserve.
In addition there are a number of vineyards, some owned by very powerful people indeed. There is Fort Silence, owned by the Montdidier family, and also the Green Gnomish Breweries, owned by Dahlia Lightfingers (once of the Platinum Dragons).
The Third Plateau
The third plateau is solely designed and cultivated for the enjoyment of The King and inhabitants of the Capital of New Elenna: Plateau City. This center of civilization is nicknamed "The City of Adventurers" and is the home of "The Dragons," a loose guild of adventuring groups of high level and influence. Rainbow Palace houses the king and disappears form time to time while the king experiences visions. Currently, as you can see, the whole thing is covered in darkness. This occurred at the same time that Windhorn Hamlet vanished into Koshe-Marr. This is only a temporary setback ... I hope.
